Harold Estes 

What an incredible man Harold Estes is. Served in the Navy from 1934 to 1954, he's either 96 or 97, he was instrumental in getting both the USS Missouri and the USS Bowfin setup here in Pearl Harbor, can still pipe an admiral aboard ship and is one genuinely nice man.

The whistle Harold is wearing around his neck is a Bosan's Pipe (or boatswain if you prefer the nautical term). As a show of respect to high ranking VIP's the boatswain would pipe the VIP aboard. It was also a head's up to the rest of the crew that a VIP had come aboard ship.
